Discussion focused on staff's recommendation to deny the application, specifically addressing whether the proposal met municipal standards for off-street parking, setbacks, and protected tree replacement. Board members inquired about enforcement of right-of-way encroachments and the consistency of the proposed parking reduction with the general plan's mobility element.
