This document outlines the 2023-2031 Housing Element Update for the Town of Yountville, a state-mandated update addressing the Regional Housing Needs Allocation (RHNA). The plan details an analysis of existing and projected housing needs, an inventory of available land, an assessment of potential constraints, and an evaluation of fair housing. Key objectives include providing adequate sites and strategies for housing, assisting in affordable housing development, removing governmental constraints, preserving existing affordable housing, and promoting equal housing opportunities.

The report provides an overview of major revenue projections and budget assumptions for Fiscal Year 2022/2023, seeking feedback and direction from the Town Council. It outlines initial estimates of major revenue and expenditures and proposes budget workshop dates for further detailed discussions.

The strategic plan for the Town of Yountville outlines a vision for development, focusing on enhancing community vitality, sustainability, and overall well-being. It identifies key priorities for 2025, including initiatives such as encouraging reusable water bottles, improving customer service, enhancing pedestrian safety and vibrancy, developing a legacy trail, streamlining temporary use permits, fostering community connection through events, and improving job site postings. The plan is guided by a mission to be a forward-thinking, open-minded, committed, and unified agency delivering sustainable results, and a vision to maintain a safe, healthy town that respects its environment, provides a high quality of life, and promotes sustainable economic development.

The meeting included a roll call, pledge of allegiance, adoption of the agenda, and approval of minutes from the May 10th meeting. A draft of the general plan was reviewed, with discussions on policies, statutory requirements, and community vision. The timeline for creating a public draft was shared, including an open house and reviews by various committees and the town council. Environmental review and public input were also discussed.
