San Diego ISD Multi-Tiered System of Supports (MTSS) Plan
This Multi-Tiered System of Supports (MTSS) Plan for San Diego ISD aims to ensure every student receives the academic support needed to achieve success, graduate on time, and be college, career, and military ready. The plan outlines a framework for early identification and intervention across academic, behavioral, attendance, and social-emotional needs. It details a tiered intervention system (Tier I: Core Instruction; Tier II: Targeted Interventions; Tier III: Intensive Interventions), emphasizes data-driven decision-making, and defines roles, responsibilities, meeting structures, and documentation for compliance with TEA guidance and Child Find requirements. The plan functions as a general education framework designed to provide timely support without delaying special education referrals when warranted.

The District of Innovation Plan Renewal for San Diego Independent School District, effective from August 2025 to August 2030, aims to establish the district as a Model School System by inspiring, educating, and empowering students to be responsible, ethical, and productive global citizens. The plan outlines several innovation strategies to improve instructional services and provide local flexibility. Key focus areas include adjusting the school calendar for balanced semesters, allowing flexibility in K-4 class size ratios up to 25:1, enabling local decisions on teacher certification for specific subjects and high-need areas, permitting revocation of transfer student approvals for non-compliance, allowing grouping of upper elementary with lower secondary students in disciplinary alternative education programs, and extending probationary contracts for experienced new teachers up to two years.
