Detailed analysis was provided on how such a trust could help manage liabilities, improve investment returns through diversified portfolios, and provide greater control over city assets to hedge against market volatility.

The council meeting featured several ceremonial items, including the proclamation of July as Parks and Recreation Month and the proclamation of July 26th as Americans with Disabilities Act Awareness Day in Chino. Additionally, the council held a retirement ceremony to honor Captain Ryan Crowley for his 32 years of dedicated service to the Chino Police Department, presenting him with multiple certificates of recognition and appreciation from various local and state officials.

The council meeting included a flag salute ceremony by a local scout troop, the recognition of Pop Warner Little Scholars for academic achievement, and the designation of local businesses for the business of the month award. Staff provided an overview of the capital improvement plans, the impact of recent legislation, and the steps required to finalize the Nexus study before its public review and formal adoption.

The council recognized the Chino Cultural Foundation scholarship recipients and the Chino High School wrestling team for their season achievements. A special tribute was paid to a retiring employee for 35 years of service. Additionally, the council presented the Home Beautification Award to the Velasquez family, received a report regarding closed session litigation matters, and provided announcements regarding upcoming community events including the Chino in Action showcase, summer concert series, and Independence Day fireworks celebration.
