The San Luis 2040 General Plan provides a comprehensive framework to guide the city's future growth and development. It is organized around four key themes: Growth, Economy, Environment, and Public Services, which include elements such as land use, housing, economic development, community revitalization, environmental planning, conservation, public safety, and transportation. The plan envisions San Luis in 2040 as a welcoming binational city known for quality neighborhoods, significant cultural resources, outstanding schools, and an innovative environment for living, working, and recreation, ensuring new growth enhances the community and preserves shared values.
