The subcommittee conducted an in-depth review, including research and cross-referencing of both the State Statute and the Town Charter as they pertain to the Annual Budgeting process.

The commission discussed status updates regarding grant applications and ongoing projects, specifically the spayed and neuter clinic, bridge construction and sewer line replacement, sidewalk installation planning, and efforts to secure funding for playground replacement. The committee adopted a new nomination and voting process for the Business of the Year and Nonprofit of the Year awards. Additionally, the commission reviewed correspondence regarding zoning for the Sterling solar farm project and an online hearing for the Trash Plant.

The subcommittee continued its review of current by-laws and discussed the necessity of the term "action item." After researching state statutes and the town charter, members concluded that the phrase is not a requirement under open meeting laws and recommended its removal. Additionally, the committee received comments from a member of the Board of Selectmen regarding their ongoing work.

The authority discussed and acted on the bid opening for the School Street Ext Bridge replacement design. A motion to approve the bid from Cardinal for $69,000 was carried.

The board received a presentation regarding the proposed fiscal budget for the 2026-2027 school year. Key discussion topics included the total budget increase, which was largely attributed to rising health insurance costs, as well as staffing adjustments, the performance of the School Resource Officer, enrollment data, class sizes, utility expenses, and athletic program funding. The board also explored the potential for utilizing the town grant rider.
