The meeting featured department reports covering convention sales, destination services, sports tourism updates including FIFA World Cup base camp activities and Symphony data, and marketing communications, specifically the Webby Award nomination and FIFA World Cup campaign. Additionally, the Executive Director provided an update on HOT collections and hotel occupancy metrics. Other topics included the 10th anniversary of the National Videogame Museum and information regarding executive welcoming events.

The Board of Directors held a closed session to deliberate with the City Attorney regarding legal matters, discuss the acquisition and valuation of various real estate properties, and deliberate on commercial or financial incentives for business prospects. Upon reconvening in open session, the Board approved a purchase order to Via Transportation, Inc., and authorized the Operations Manager to execute an agreement for a pilot circulator service for the downtown area.

The council held a closed session to discuss legal matters and business prospects. Reports were presented regarding budget status, library operations, and departmental activities including Play Frisco, Public Works, and Engineering Services. The council authorized several professional services agreements, including sanitary sewer evaluations, material testing, and tower site leases. Actions were taken to execute the fourth amendment to a master development agreement, award construction and professional services contracts, and approve an increase for a traffic control purchase order. Additionally, the council adopted ordinances for the abandonment of a drainage easement and the update of the International Energy Conservation Code. A public hearing was conducted regarding a rezoning request, which was subsequently approved.

The council discussed and adopted an ordinance designating eight election precincts for an upcoming runoff election. Additionally, the council canvassed the election returns of the general election, declared the results, and ordered a runoff election for the office of the Mayor, while appointing county election administrators and designating polling locations and hours for the runoff.

The council received a detailed update on the proposed Animal Facility, covering the status of the existing service agreement with Collin County Animal Services, facility cost projections, and cost control measures. Alternative operation models were presented, and the council expressed support for the proposed capital structure, operating model, and the decision to engage a design team and Construction Manager at Risk for full design and preconstruction services.
