This document outlines the City of Corvallis' Draft Downtown Vitality Strategy, a comprehensive plan to energize, improve, and invest in the downtown area. The overarching aim is to nurture a thriving downtown as the hub and character of Corvallis, aligning with the city's strategic priorities for economic vitality, safety, and infrastructure, with actions planned across short-term (1-3 years), medium-term (4-7 years), and long-term (8+ years) horizons.

The agenda focuses on the review of the draft Task Force report, including findings, the road map, and TIF projects, followed by a decision-making process regarding the report content. Additionally, the committee will discuss future meeting plans, steps to complete the final report preparation, and the upcoming presentation to the City Council.

The board meeting included a debriefing on the Empowerment Grant cycle, specifically discussing lessons learned and potential improvements for future application processes. Key topics involved reviewing grant objectives, evaluating community outreach strategies, and considering training requirements for board members in grant application assessment. Additionally, the board discussed administrative updates and long-term planning regarding grant funds and board leadership transitions.

The committee discussed a presentation on pollinator landscapes and the importance of native bee habitats. An assessment of city parks was presented, focusing on signage inconsistencies and potential improvements. The committee reviewed a report on park restrooms, covering issues such as vandalism, maintenance challenges, and the potential for universal design in future construction. Updates were provided on the System Development Charge methodology, the scholarship program, and plans for Emerald Ash Borer outreach. Additionally, the department report highlighted personnel transitions, upcoming summer programming, and various capital improvement projects, including the Corvallis Bike Park, Dr. Martin Luther King Jr. Park enhancements, and the Osborn Aquatic Center facility updates.

The board discussed the annual report and work plan, along with gap analysis actions concerning envelope and appliance efficiency in the community.
