This document presents the Citywide Stormwater Master Plan for the City of Kirkwood, Missouri. It primarily features Storm System Ownership Maps, detailing the Kirkwood Boundary and categorizing existing storm sewers by ownership, including City-Owned, County-Owned, MoDOT-Owned, MSD-Owned, Private, and Unknown Owner. The maps also identify key stormwater infrastructure elements such as intake/outfall, manhole, and inlet locations, serving as a detailed mapping component of the master plan.

Discussions during the work session focused on several key areas. First, the Council reviewed a request from the Arts Commission to proceed with drafting a Mural Program Policy, addressing potential aesthetic benefits, community identity promotion, and legal considerations such as First Amendment protections and zoning as it pertains to signage. Second, there was a detailed discussion regarding the allocation of Opioid Settlement Funds. The consensus was against immediate expenditures, favoring the incorporation of these funds into future departmental budgets for eligible items like Narcan, prevention, and educational programming, noting that only 30% of the funds can be applied retroactively. Finally, the Council addressed numerous noise complaints related to entertainment, specifically from the establishment 4-Hands. Discussions covered the current police response protocol, the absence of citations issued thus far, the challenges of implementing enforceable decibel limits, and the need for a defined hearing process should entertainment permissions require review.

This special work session meeting was initiated and subsequently closed pursuant to Missouri Revised Statutes Chapter 610.021 (1 - Legal). The meeting was reopened following the initial closed session, and since no further items were scheduled for discussion, the session was adjourned.

The meeting included a presentation on the annual 'Shop with a Cop' event involving 46 children. A public hearing was held regarding a Major Site Plan and Special Use Permit request for a Dutch Bros drive-through restaurant at 10300 Manchester Road, which involved detailed discussions on traffic flow, pedestrian access, and operational capacity. Several items of unfinished business resulted in the adoption of multiple new building codes as ordinances, including the 2021 International Building Code, Existing Building Code, Mechanical Code, Energy Conservation Code, Plumbing Code, Swimming Pool and Spa Code, and Private Sewage Disposal Code, with modifications. New business involved holding several bills for first reading consideration, including appropriations from the Equitable Sharing Fund and updates to parking restrictions and the City Classification and Pay Plan. Resolutions were approved for the purchase of CommsCoach Software and for retaining engineering firms for water main replacement design services for Monroe Avenue and Couch/Bach Avenues. The council also approved the renewal of employee benefits proposals. During city council reports, updates were provided on the delayed Essex Road Project and Kirkwood's Amtrak Station status. The Chief Administrative Officer provided final reports and acknowledged numerous city employees and departments.

The Architectural Review Board reviewed multiple cases covering sign review, residential alterations, new single-family homes, and commercial/multi-family requests. Residential reviews included approvals with specific stipulations for window grids, porch overhangs, railing colors, gable construction, and material consistency for projects ranging from room additions to new homes. The Board continued one case due to a lack of architectural cohesion and deferred another where the applicant was absent. For commercial/multi-family projects, the Board approved shade structures for a school playground. A request for a canopy and ice bridge for Verizon Wireless equipment was noted as deferred because the applicant was unavailable.
