The board meeting included the swearing-in of new members and the reorganization of board leadership. A public hearing was held to discuss and evaluate various capital projects funded through the half-cent sales tax, including HVAC repairs for the recreation center, downtown maintenance, park infrastructure improvements, and civic center upgrades. Staff provided a budget overview, and the board approved an amendment to the FY 2025-26 CIP budget to reallocate funds for emergency HVAC repairs at the recreation center.

The commission discussed traffic control concerns near Shy Pond Park and Morrison Park, opting to refer the matter to the parks master plan process and a traffic safety plan review. Speed studies for the 100 block of Forest Oaks Lane and Any Way were reviewed, with the commission concluding that no additional traffic control measures were warranted based on the data. The City Manager provided extensive staff updates covering ongoing infrastructure projects, including drainage improvements, asphalt work, bond-funded spot repairs, disaster recovery, facility upgrades, and master planning efforts. Finally, the police department presented recent accident statistics.

The commission discussed a special permit request for strip lighting at a drive-thru establishment, deciding to table the matter pending the installation of a compatible dimmer. A proposal for the placement of a conex container as an accessory building was also tabled due to uncertainties regarding zoning designation and the enforceability of material-matching requirements. The board reviewed research on parking ordinance practices, including phased and alternating parking concepts, and concluded that no formal subcommittee was needed at this time. Finally, progress updates were provided for ongoing development projects, including the Brazos Creek development and the new Animal Control Facility.

The council reviewed the annual police department report, which highlighted staffing updates, criminal investigation division changes, and a key partnership with Align to support community health. A proposal was discussed regarding an educational initiative for e-bike and e-scooter safety. The council approved a performance contract for HVAC equipment upgrades at the municipal court building and aeration blower replacements at the wastewater treatment plant. Furthermore, the council engaged an external firm for audit services, appointed new members to the library board and traffic commission, and discussed the future abolishment of the youth advisory commission due to inactivity.

The board reviewed the proposed Recognized Sports Association (RSA) policy agreements for non-profit organizations using city athletic facilities. Discussion regarding the 2026 Parks & Recreation Master Plan focused on improvements for McLean Park, including addressing overcrowding and facility upgrades, as well as upcoming Rec Center and Natatorium renovations. Updates were provided on various Capital Improvement Projects, including facility repairs and golf course engineering plans. The City Manager shared information on strategic planning, Hurricane Beryl recovery efforts, the status of 2021 bond projects, and the development of a long-term traffic master plan.
