Texas Education Agency, Texas Health and Human Services Commission, and Texas Workforce Commission Strategic Plan 2026-2030
The Texas Early Childhood Inclusion Plan is a four-year strategic plan developed jointly by the Texas Education Agency, Texas Health and Human Services Commission, and Texas Workforce Commission. Its purpose is to improve and expand early learning and education opportunities for young children with disabilities or developmental delays. The plan is structured around three key goals: increasing access to and understanding of quality inclusive early childhood settings, building a well-supported and sustainable early childhood workforce, and enhancing communication and coordination among programs and families. The overarching vision is to ensure all Texas children with disabilities and developmental delays learn, play, and meaningfully participate alongside their peers without disabilities.
