Leaders highlighted the success of local water conservation efforts, noting the city’s stable water supply despite persistent drought conditions, and announced the resurrection of a water consumption report card to track ongoing savings. Discussions regarding the PACE program included plans to expand financing options to residential and commercial property owners for water conservation, energy efficiency, and renewable energy upgrades through partnerships with Ygrene Energy Fund and the California HERO program.

This Strategic Plan sets the City of San Diego's direction and priorities, outlining the Mission, Vision, Values, and Goals developed to guide all employees in serving residents, visitors, businesses, and neighborhoods. The plan aims to ensure shared values in public and employee interactions, foster an inclusive and effective city government that improves the lives of all San Diegans, and ultimately provide world-class service.

The negotiation session focused on the framework for a new stadium project, including the potential for a public vote to ensure approval before NFL relocation deadlines. The discussion emphasized the collaborative efforts between city and county teams to reach an agreement without raising taxes, the importance of public ratification for projects of this scale, and the necessity of navigating legal and environmental processes effectively.

The Pure Water San Diego program is a multi-year initiative designed to establish a reliable, local water supply for the city. Addressing challenges from imported water reliance, droughts, and climate change, the program aims to locally supply one-third of San Diego's water needs by 2035. This objective will be achieved through a phased, twenty-year implementation, utilizing a five-step advanced water purification technology, and developing multiple new facilities to transform recycled water into safe drinking water.

The board meeting addressed several administrative matters and public comments. Key discussion topics included the process for nominating historical sites, concerns regarding the historical integrity of the Salk Institute in light of proposed building projects, the overturning of a previous historical site designation by the city council, and various conflict of interest and ex parte communication declarations by board members regarding specific agenda items.
