The Estrella Mountain Community College Campus Master Plan Update reinforces the institution's mission, vision, and core values, building upon the 1990 Master Plan. The plan, covering the period from 2004 to 2024, aims to direct the physical development of a comprehensive community college serving the West Valley communities. Key objectives include accommodating new and expanded programs and services, expanding campus infrastructure, improving campus functionality, optimizing property use, and addressing parking and entry challenges, all while supporting projected student growth and enhancing the educational experience.

This document presents the discovery and analysis phase for Estrella Mountain Community College as part of the Maricopa County Community College District's Comprehensive District Facilities Plan. It covers process and vision feedback, regional analysis, student demographics, space inventory and utilization, and a physical analysis of the campus. The plan aims to leverage emerging themes in CTE, STEM, and community engagement, assess campus strengths and weaknesses, and analyze space utilization and physical conditions to inform future facility development.

The strategic plan for Estrella Mountain Community College, titled the College Strategic Enrollment Management (CSEM) Plan, aims to optimize student recruitment, retention, success, and completion. It is structured around four key planning areas: Access (Recruitment and Outreach), Onboarding (Matriculation, Academic Planning, Enrollment), Retention (Scheduling, Communication, Support Activities), and Completion (Career, Workforce, Upskilling, Transfer). The plan's objectives include achieving optimal enrollment targets for first-generation and underserved student populations, improving retention rates while decreasing equity gaps, and increasing completion rates for graduates and transfers.
