The meeting includes a public hearing for the fiscal year 2027 budget ordinance and the final reading for the approval or denial of Ordinance 2026-003, which concerns the adoption of the annual budget for the town beginning July 1, 2026, and ending June 30, 2027.
The meeting addressed a variance request concerning the reduction of a rear setback for a property located at 600 Rickman Circle. The discussion involved the classification of side versus rear setback, and the owner of the adjacent property expressed support for the proposed plan to install a pool and build a surrounding fence. Ultimately, the variance was approved, reducing the rear setback on the south side of the property to 15 feet, with the condition that no above-ground structures are built.
The meeting addressed several topics including support for the Columbia Dam Project, requests for traffic calming measures, and concerns about town growth. The board discussed police and fire department reports, financial balances, and a new Crime Scene Truck obtained through a state grant. Updates were provided on the wastewater plant, water meter system, sewer rehab project, lead service line inventory, and a traffic signal modernization program grant application. The board also discussed paving at Henry Horton Park, a traffic study, strategic plans regarding growth and traffic, and the paving of Spring Creek Farms subdivision. A cybersecurity grant was received, and plans were announced for a Music Pathway marker and plaque for Mr. Grady Martin. The board considered a traffic study for the Ellington Subdivision, approved the annual budget, expressed support for the Columbia Dam Project, and authorized the posting of speed limit signs in River Forest Subdivision. A new contract with the Marshall County Board of Public Utilities for water purchase was approved. The purchase of real property located at 108 North Horton Parkway was discussed, but the motion failed.
The Planning Commission meeting involved discussions and actions on several key items. A revision of a conditional approval concerning sidewalk requirements for the Horton Highway Utility District was tabled for further review. Modifications to previously approved construction plans for the Ellington Subdivision were also tabled. A sketch plan and preliminary plat for the Bell-Biggers Addition were conditionally approved, pending compliance with the Town Engineer's notes. Additionally, discussions were held regarding the permitted use table, a storage building inquiry from Radiation Protection Products, support for the Columbia Dam project, a sewer plant update, and the possibility of establishing fence and retaining wall regulations and permitting.
