The strategic plan for the Virginia Department of Corrections outlines its direction from FY2025 to 2029, focusing on ensuring public safety through effective incarceration, supervision, and evidence-based reentry services. The plan is structured around four key goals: fostering a high level of safety and security, demonstrating and promoting organizational excellence, employing and retaining an effective, well-trained, diverse, and resilient workforce, and providing lasting public safety through successful reentry. The overarching vision is to be a premier correctional organization where all individuals achieve their full potential, building on past achievements and continually improving.

The Virginia Department of Health's Language and Disability Access Plan (LDAP) aims to ensure meaningful and universal access to its services, programs, and activities for individuals with Limited English Proficiency (LEP) and disabilities. The plan is structured around ten key elements, including assessing needs and capacity, delivering services, providing oral language assistance and written translations, implementing effective communication strategies for people with disabilities, notifying the public of available assistance, staff training, assessing access and quality, managing digital information, and engaging stakeholders. The overarching goal is to protect the health and promote the well-being of all Virginians by overcoming communication barriers and ensuring compliance with civil rights laws. The plan will be reviewed biennially.

The meeting included a review of ACA healthcare outcome measures for the 1st and 2nd Quarter of 2025, with a presentation of publicly available ACA information data from other state prison settings. The committee discussed continuing to use the ACA Standards as health outcome measures and further exploring the genesis of the California model. Additionally, a review of state correctional agency websites was conducted to examine ACA audit findings and inmate population health measures.

The committee discussed continuing to use ACA Standards as health outcome measures and proposed reviewing publicly available data from other state prison settings to evaluate for use as benchmarks. Key metrics discussed included the number of inmates diagnosed with MRSA, active tuberculosis, Hepatitis C, and HIV, as well as data related to mental health treatment, hospital admissions, specialty consults, and management of hypertension and diabetes. Additional topics included healthcare staff licensure, occupational exposures, inmate grievances, quality assurance program outcomes, suicide attempts, and unexpected natural deaths.
