The Board of Commissioners conducted a meeting covering several agenda items, including the approval of a 2027 meeting schedule, special events, debris disposal agreements, and a resolution for a speed limit reduction. A public hearing was held regarding an LDO amendment for state law compliance concerning off-street parking minimums, which was subsequently approved. Additionally, a request for voluntary annexation and rezoning for the 'Beaufort Crossing' project was discussed; the presenters requested to table this item to allow for additional time to seek public input before formal board consideration.
The board discussed multiple rezoning and land use plan amendment requests for properties along Highway 101 and Bunch Road to facilitate commercial development. The meeting featured a presentation by the applicant for a project known as Bowford Crossing, an 80-acre commercial and mixed-use development designed to address regional needs for goods and services amidst local growth and anticipated infrastructure changes like airport and highway expansions. Discussions also covered the specifics of zoning district compatibility, lot dimensions, and the potential for incorporating residential uses within business zoning districts through special use permits.
The Board discussed three rezoning cases related to the Beaufort Crossing development, ultimately moving to deny them due to inconsistencies with the town's character preservation objectives, potential negative impacts on existing businesses, and concerns about premature development. Additionally, the Board approved a text amendment to the Land Development Ordinance regarding state-mandated off-street parking minimums and received staff presentations regarding upcoming flood damage prevention ordinance amendments.
