The meeting included an amendment to the agenda regarding a quasi-judicial proceeding and approval of consent items. The Executive Director of the Bowford Housing Authority presented the annual audit and fiscal update, addressing findings related to internal control weaknesses, procurement policies, and capital needs. The board also discussed the Rental Assistance Demonstration (RAD) conversion status, resident council formation, and strategies for property modernization. Additionally, a request for a rezoning public hearing was initiated, leading to the Mayor's recusal due to a financial conflict of interest.
The boards held a joint meeting to review the Unified Development Ordinance (UDO) update, with a primary focus on Module 4 regarding subdivision regulations and the Flood Damage Prevention Ordinance. Key discussion points included proposed amendments to block and lot standards, street and sidewalk connectivity requirements, open space standards, and design guidelines for townhouses. The boards also evaluated the proposed increase in freeboard requirements for flood damage prevention and considered different options for proceeding with future UDO modules while navigating state legislation regarding downzoning.
The Planning Board meeting focused on a rezoning application for a property at 214 Elm Street to allow for a potential subdivision into three RS5 lots, which was approved after discussion regarding impervious surface requirements, setbacks, and neighborhood character. Additionally, the board began discussing a special use permit application for an accessory dwelling unit at 1323 Front Street.
