First, members reviewed the speed limit evaluation for Old Fair Parkway, where staff reported that state authorities did not support a requested speed reduction based on their data-driven traffic analysis, despite local criteria regarding pedestrian and transit activity. Second, the committee addressed the establishment of the Bellingham Mitigation Bank, an effort designed to offset environmental impacts to wetlands and streams. Discussion included the inter-agency agreement framework, credit eligibility requirements, pricing structures, and the process for credit sales.
