Board meetings and strategic plans from Nathan Coffing's organization
The meeting commenced with the Chair noting his one-year anniversary as PERB Chair. Discussion covered the general status of being busy, particularly in anticipation of the upcoming legislative session, and the plan to keep the Executive Director informed of any relevant bills. A suggestion was made for proponents of any forthcoming bills to notify the Executive Director to ensure comprehensive tracking. The scheduled next public meeting date was announced.
The meeting commenced and concluded shortly after. There were no items of New Business or questions raised during the Question & Answer segment.
The meeting confirmed the approval of the minutes from the October 27, 2025 meeting. Under New Business, the Chair noted that the Board is actively holding hearings and issuing decisions on complaints following probable cause determinations, unless the parties reach a settlement beforehand. No questions were raised during the Question & Answer segment.
The meeting addressed the current docket, noting the absence of representation cases, the pending court ruling on the Wor-Wic UC case, and an upcoming hearing scheduled for November 14. The Board has one ULP case deferred to an arbitration decision and another case to be decided based on submitted briefs post-meeting. Since the last meeting, five complaints were issued, and six investigations are active. The Board found Impasse in one case, awaiting a mediator's decision. An update was provided on the website transition to the new Druple format, which includes editing content, verifying links, and improving overall clarity; this process is ongoing. Attendees were reminded that open cases are discussed in closed executive sessions, and filings should be directed to the dedicated email address.
The meeting included approval of minutes from the previous meeting. Members noted that the Board is actively working on a docket of cases, which are investigated by Deputy Directors and decided in closed executive sessions. Attendees were asked to use the perb.filings@maryland.gov address for filing cases. The next public meeting will be in October, with details to be posted on the PERB website.
