This document, Statutory Deliverable #7, presents the Massachusetts Primary Care Access, Delivery, and Payment Task Force's recommendations for creating short-term and long-term workforce development plans and improving working conditions in primary care. Key strategic pillars include increasing primary care spending and reforming payment models, reducing administrative burden and clinician burnout, supporting team-based care models and care coordination, strengthening the primary care provider pipeline and workforce retention, and investing in and evaluating workforce initiatives. The overarching goal is to bolster, increase, and improve the primary care workforce, ensuring sustained access to care within the Commonwealth.
