This document serves as an appendix to the Collin County Regional Trails Master Plan, focusing on engagement efforts, a comprehensive needs assessment, and detailed profiles of key connection points. It analyzes community feedback on trail usage, evaluates the existing trail network, assesses crash data, and forecasts future trail needs up to 2050. The plan aims to understand current conditions, identify opportunities for improvement, and prioritize investments for critical intercity connections to create a cohesive regional trail network, addressing safety and demand.

The Collin County Regional Trails Master Plan, adopted in November 2025, updates the previous 2012 plan to address rapid county growth and plan for a comprehensive regional trail system. It defines Spine and Community Trail Corridors, provides policy and program recommendations, and offers guidance for designing trails. Key objectives include promoting regional connectivity, coordinating with municipalities and agencies, guiding investment in trail projects, and prioritizing intercity connections and underserved areas to enhance quality of life and accessibility throughout the county.

This Regional Trails Master Plan provides direction for the continued development of Collin County's trail network, reflecting community vision and stakeholder input. Key goals include identifying a recommended trail network with interjurisdictional connections, creating an action plan for future investments and implementation, and establishing policy and design standards for trail facilities. The plan is guided by principles of connecting communities, coordinating with municipalities, guiding investment, and prioritizing key trail connections, particularly in underserved areas.

The Commissioners Court of Collin County, Texas, convened to order a bond election to be held on November 7, 2023. The propositions include the issuance of bonds for court facilities and juvenile/adult detention facilities, the animal shelter, the Medical Examiner's Office, park and open space purposes, and non-tolled roads and bridges. Provisions were made for the conduct of the election, including early voting locations and times, multilingual election materials, and voter qualifications.

The Planning Board is recommending a bond election for several projects including a public health project (Medical Examiner), judicial facilities projects, an animal shelter facility project, parks and open space projects, and road projects. The board is also requesting the Court consider increasing road projects by $220M to $600M.
