The committee discussed the Lottery Task Force report, emphasizing that lottery funds should be supplemental to general funds. A review of the mid-year process was initiated, and the committee examined the philosophy of building a budget, requesting a more detailed report on the base budget submission and the development of a guide for division analysts. Additionally, the committee received information regarding FTES targets for the upcoming academic year.

This document presents a SWOT analysis, conducted by the University Strategic Goals and Priorities Committee (USGPC) in January 2004 and subsequently reviewed by various stakeholders.
