The work session included a discussion regarding the city's emergency response to severe weather, with a focus on flooding incidents and the coordination of emergency services. Additionally, the council discussed the disbursement of funds for the corridor beautification grant program and received a semi-annual tourism and hospitality market update from Tourism Economics.

The commission reviewed multiple agenda items including the approval of a final Planned Unit Development plan for a student housing project, the abandonment of a street right-of-way requested by Baylor University for an energy complex, and a preliminary plat for a surf club edition that involves a condominium regime and variance requests for private street standards. The commission deliberated on infrastructure requirements, utility easements, and emergency access provisions for these developments, ultimately recommending approval for the items with specific conditions.

The City Council conducted a business session that included a special presentation to the Waco City Academy graduates, followed by the approval of a consent agenda.
