The City Council meeting included several proclamations for public awareness and consent calendar items, such as the approval of a contract for a building management system, authorization for software services, financial forensic services, and budget amendments. The council also appointed a member to the Measure O Citizens' Oversight Committee, declared LGBTQ+ Pride Month, and approved amendments to the City Council Handbook. Additionally, the council reviewed progress on strategic priorities for 2025 and 2026, supported proposed budget amendments for the upcoming fiscal year, and initiated a measure for the November 2026 ballot to transition the City Treasurer position from an elected to an appointed role.
The Transportation Commission reviewed and discussed the Electric Vehicle Charger Program, including an analysis and recommendations intended for future presentation to the City Council. Additionally, the commission received an update on the Bike to Wherever Day events. Commissioners provided reports on various activities, including attendance at the Mayor's Breakfast, a police ride-along, successful bike trail improvements, recent TDA grant funding, and ongoing efforts to secure TFOC grants for cycletrack projects. Information was also shared regarding upcoming roadway closures for pedestrian bridge repairs and an upcoming General Plan Study Session.
The meeting included a closed session regarding existing and anticipated litigation. During the concurrent regular meeting, the Council recognized Bike to Work Week and National Police Week, approved contract amendments for the City Attorney and City Manager, and adopted an ordinance and management plan to establish an entertainment zone in downtown Walnut Creek. Additional actions included adopting a resolution for road repair projects funded by SB1, authorizing various service agreements for an aquatic and community center, a permitting system, dispatch/records management, and GIS software. Public hearings were held to approve the 2026-27 Annual Action Plan for community development block grants and to adopt a Safety Element update to the General Plan in compliance with State law.
The committee reviewed the Measure O fiscal year 2026 third quarter revenue and expenditure update. Following the presentation of current financial balances by the Administrative Services Director, the committee voted to recommend that the City Council accept the report, which also included supplemental fund summary addendums and report revisions.
The City Council conducted performance evaluations for the City Attorney and City Manager during a closed session. Regular meeting proceedings included the administration of an oath of office, the issuance of proclamations for Fair Housing Month and National Library Week, and the approval of a professional services agreement for auditing, master consultant services for storm drain maintenance, and the purchase of network equipment. The council also directed the initiation of an Elections Code 9212 report regarding a senior housing transit village initiative, introduced an ordinance to establish an entertainment zone in the public right-of-way, and rejected all bids for a fire alarm replacement project.
