This Strategic Plan establishes the mission, vision, and values for the City of Moorhead. It is built upon seven key strategic initiatives: Identity, Governance & Teamwork, Infrastructure, Economy, Community Safety & Well-Being, Communication, and Partnerships. The plan documents collaboratively developed goals by the Council and staff, serving as a framework for future budgeting and guiding the development of the Operations Plan, with a commitment to inclusive governance and management.

The Moorhead Safe Routes To School Plan aims to enhance the safety, health, and accessibility of walking and biking to school for students within the Moorhead Public School District. It identifies existing challenges, provides recommendations for infrastructure improvements, and suggests programs, policies, and activities to encourage active transportation. The plan incorporates "The Six E's" framework: Education, Encouragement, Engineering, Enforcement, Evaluation, and Equity, to create safer and more inviting routes to school.

The US 10 / US 75 Corridor Study, led by the Fargo-Moorhead Council of Governments and its partners, was conducted to develop context-sensitive solutions and corridor visions for the US 10 and US 75 corridors in Moorhead, MN. The study's overarching goals include aligning roadways with land use, accommodating all users through 'complete streets' principles, stimulating growth, providing flexibility for transportation needs, and enhancing the 'Gateway' feel of the corridors. This document serves as a framework to guide future studies and MnDOT's planned reconstruction projects in 2025 and 2026, aiming to meet needs for over 30 years.

The Downtown Moorhead Master Plan aims to reimagine and build Downtown Moorhead based on community values of authenticity, vibrancy, equity and inclusion, resilience, and connectivity. It seeks to establish Downtown as a dynamic urban core that attracts investment, industry, jobs, and residents by enhancing academic, cultural, and public service opportunities. Key focus areas include placemaking, redevelopment of the Moorhead Center Mall, development at Woodlawn Pointe, and improvements to the 11th Street Underpass to foster a connected, sustainable, and inclusive community.
