The Hesperia General Plan is a comprehensive, long-term planning document that establishes goals and policies to guide city development. Projecting conditions and needs 20 to 25 years into the future, the plan addresses mandatory elements including land use, housing, circulation (mobility), conservation, open space, noise, safety, climate adaptation and resiliency, and environmental justice. It aims to provide public services, improve quality of life, and plan for future needs, ultimately supporting residents, businesses, and visitors and shaping how the city grows and changes over time.
