Staff recommended approval subject to several conditions, including confirming commitments to preserve certain historic buildings, clearly articulating densities, and ensuring that any street vacation is a separate formal process.

The primary discussion and action item for this special meeting concerned a bargaining unit clarification. The facilities-related positions, historically excluded from the union representation by ask me local 887, requested inclusion. The Board was asked to approve the expansion of the bargaining unit scope to formally add three positions: library caretaker, assistant caretaker, and delivery driver. Library administration expressed no concerns regarding adding these roles, although potential budget increases related to shift differentials for work outside regular hours were noted.
