This document provides a progress update for the Strategic Plan of Oak Harbor Public Schools, focused on empowering every student to thrive and reach their fullest potential. The plan is organized into four core goal areas: Community of Inclusion & Belonging for All, Ready, Set, Grow!, Mastery of Learning Standards, and Future Ready. The update highlights ongoing progress in areas such as student attendance, supportive relationships, inclusive classroom environments, literacy and math proficiency, developmental skills, academic achievement, graduation rates, freshman success, and career technical education pathways.

The meeting encompassed several key operational and academic agenda items. The consent agenda included the review and approval of personnel reports, the payment of warrants, resolutions regarding warrant cancellation and out-of-endorsed area assignments, the rehiring of certificated staff, and various service agreements with educational institutions and organizations. Additionally, the board recognized school resource officers and award recipients, received the Superintendent's year-end evaluation report, discussed the 2026-2027 fiscal budget, and conducted an executive session for the performance review of the Superintendent.

This Opportunity Gap Reduction Plan outlines the strategies to identify and mitigate barriers preventing students from low-income households from participating in optional, noncredit extracurricular activities and possessing ASB cards for the 2025-26 school year. The plan focuses on addressing various factors such as interest, timing, identification of eligible students, communication, cultural responsiveness, transportation, cost, and availability of options. A key action step includes providing free ASB cards to students qualifying for free/reduced lunch, with the overall goal of reducing the opportunity gap in student engagement.

The board discussed strategic plan progress, focusing on student achievement, inclusive learning environments, and early childhood programs. A report on budget reductions was presented, highlighting challenges from increased operational costs, unfunded mandates, and declining enrollment. Additionally, the meeting included updates on federal grant audits related to school construction, boundary committee activities, CTE program celebrations, community partnerships, and upcoming school facility closures.

The meeting included the approval of a personnel report, payment of mid-month warrants, an agreement with the Coupeville School District for technology services, and the disposal of surplus materials. The Superintendent provided a report on the strategic plan and a student representative report. Celebrations and recognitions were held for Olympic View Elementary, various student programs, and community leadership and professional awards. Fiscal integrity agenda items included a presentation on the Sno-Isle Libraries Levy and a review of the April financial report.
