The Maryland Every Student Succeeds Act (ESSA) Consolidated State Plan focuses on improving outcomes for all students with specific goals and strategies outlined for Title I, Part A (Improving Basic Programs Operated by Local Educational Agencies), Title I, Part C (Education of Migratory Children), Title I, Part D (Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent, or At-Risk), Title II, Part A (Supporting Effective Instruction), Title III, Part A (English Language Acquisition, Language Enhancement, and Academic Achievement). Key areas of focus include academic achievement, graduation rates, English language proficiency, and equitable access to effective educators. The plan includes detailed descriptions of how the state will support schools and local educational agencies (LEAs) in meeting these goals, as well as strategies for addressing the needs of specific student populations, such as English learners, students with disabilities, and migratory children.

The 2025-2030 Strategic Plan for Caroline County Public Schools focuses on academic excellence, wellness, equity, and communication. Key areas of focus include providing equitable access to engaging curriculum, fostering a supportive environment for student well-being, creating equitable opportunities for all students, and ensuring meaningful communication among students, staff, families, and the community. The Caroline County Board of Education convened to discuss and act on several key items. The FY26 Operating Budget was adopted for submission to the Caroline County Commissioners and Maryland State Department of Education, with a review of revenue and expenses, including details of the School Construction and Food Services fund. An Assistant Principal for Colonel Richardson High School was approved, effective July 1, 2025. The Board reappointed a Director and approved an Alternate Director for the Maryland Association of Boards of Education's (MABE) Legal Services Association (LSA).
