This document presents a Human Rights/Culturally Relevant K-12 Instructional Program designed for MDE Schools. The program addresses critical education needs by focusing on education equity, culturally relevant instruction, and the human capacity development of all students, particularly vulnerable African-American students. It emphasizes a student-centered, whole-child approach through an authentically curated, research-based, and developmentally-appropriate curriculum that covers underrepresented history and fosters human rights and dignity. Key components include comprehensive curriculum content, parent and community involvement, and a proven track record of success in improving student outcomes and fostering a deeper understanding of human dignity.

The commission members reviewed the process used to gather flag submissions, including the addition of flags to the gallery and the removal of duplicates. They addressed the public's feedback, including preferences for and against the magnolia flower. The discussion included an alternate flag design incorporating Native American history and potential color variations. They also reviewed various flag designs, considering elements like the Mississippi River and the inclusion of the state's outline.

The State Records Committee convened its regular quarterly meeting to discuss and act upon various records schedules. Key actions included the approval of new proposed general schedules, amendments to existing general schedules, and amendments to existing agency schedules. Discussions and approvals covered a range of topics, including cultural resources, economic development, information technology, law enforcement, licensure, military and veterans affairs, personnel matters, and administrative procedures.

The committee discussed the report of the Local Government Records Office, focusing on recent activities such as county visits, the collection of fees, and the development of annual disposal routines for county records. They also touched on the success of the May Emergency Preparedness for Records online workshop and the upcoming Municipal League Conference. Additionally, the committee considered proposed retention schedules for counties, including personal property renditions, transport logs, booking records, fingerprint cards, third-party background checks, paid bills, and real property tax receipts.

The meeting included the election of the commission chair, a review of the commission's purpose and deadlines from House Bill 1796, a discussion of the commission work plan, and the setting of future meeting dates.
