The council addressed several items, including the appointment of members to the Planning Commission and Zoning Board of Appeals. Resolutions were adopted to support ballot measures concerning additional sales taxes for transportation network improvements and for first responder services. Several public hearings were held to approve an institutional and civic master plan for the regional airport, as well as the annexation and zoning of land at 2335 H Road, the rezoning of properties at 746 23 ½ Road for a future RV resort, the vacation of portions of Kimball Avenue right-of-way, the rezoning of properties at 1213 North 15th Street and 1420 Glenwood Avenue for multi-family residential development, and the vacation of right-of-way at 2595 Riverside Parkway.

The workshop focused on the 2019 Program Year Community Development Block Grant (CDBG) funding requests. Discussion topics included the allocation of HUD grant funds, the regulatory requirements for the use of these funds, and the recommendation of specific projects to be funded for the upcoming program year. Additionally, the City Manager provided an overview of upcoming workshop topics, including an update on the Comprehensive Plan Process.

The Commission addressed several vacation requests for utility easements and public rights-of-way, including those for the Rivertown Center, Court on G Road Subdivision, Hoffman III Subdivision, and Grand Falls Townhomes. Regular agenda items included the approval of rezoning requests for Grand Falls Townhomes and 1221 Wellington Avenue, as well as an amendment to the phasing schedule for the Casas de Luz Planned Development. Additionally, the Commission discussed and approved amendments to the Zoning and Development Code regarding drinking establishments.

The council received election result certifications, issued a proclamation for Arbor Day, and received reports from the City Manager and Council members. Key legislative actions included the adoption of an ordinance regarding camping on public property, and zoning ordinance amendments for the Brookwillow Village area and The Riverfront at Dos Rios project. Additionally, the council reviewed various contracts related to fire pumper truck purchases, street maintenance, and construction projects for the Riverfront at Dos Rios Business Park.

The workshop focused on preparing items for the upcoming municipal election, including the development of a new community center, improvements at Orchard Mesa, and the partial development of Matchett Park. The Council discussed funding requirements, including potential sales tax increases, and reviewed first responder needs for the Fire and Police Departments, ultimately supporting a tax increase option for operational and capital improvements. Other topics included the proposed sale of Burkey Park, potential Charter amendments related to franchise renewals and lease terms, and planning for future workshop agendas.
