The Stormwater Management Plan for the City of Owatonna provides direction for the administration and implementation of stormwater management activities. It inventories land and water resources, establishes policies and goals, and addresses current and future stormwater-related problems. Key focus areas include water quantity and quality management, erosion and sedimentation control, wetland preservation, public ditch and tile systems, groundwater protection, recreation, fish and wildlife habitat enhancement, and public participation and education. The plan aims to minimize public capital expenditures, prevent flooding, promote groundwater recharge, and ensure compliance with regulatory requirements.

The meeting covered discussions on expiring terms and renewals for Airport Commission members, with two seats available for new members. The Airport Manager reported on airport activities, aviation fuel volumes, recent business arrivals, and administrative and operational activities. Staff is reviewing privately owned projects adjacent to airport property for potential zoning ordinance restrictions. Upcoming airport improvement projects, including roof repairs, pavement work, fuel pedestal replacement, and airport zoning updates, were discussed. An update was provided on the upcoming Air Race Classic event, and the T-38 aircraft display loan agreement renewal and maintenance program were addressed.

It includes specific goals and action items related to public safety, infrastructure, housing, airport development, downtown revitalization, financial planning, organizational culture, staffing, and communication.

The 2025-2027 Strategic Plan for the City of Owatonna focuses on four key areas: economic vitality, infrastructure, quality of life, and efficient effective government. The plan aims to foster an environment that promotes housing options, business activity at the airport, and the redevelopment of vacant buildings. It also focuses on improving public safety facilities, amenities, and street conditions. Additionally, the plan prioritizes community connections through the trail network and evaluates staffing levels and technology tools to meet community needs.
