This document presents a series of recommendations to guide the City of Green Bay towards its climate objective of 100% clean energy and carbon neutrality by 2050. Key strategic areas include advancing renewable energy installations and community solar initiatives, enhancing energy efficiency and sustainability in municipal and private buildings, promoting low-carbon transportation solutions and EV infrastructure, and implementing educational programs to increase public awareness and participation. The plan also emphasizes cross-cutting strategies such as collaboration with partners and policy advocacy to overcome barriers and leverage funding opportunities for decarbonization.

The Commission discussed the selection of candidates for future vacancies, including the recommendation of a new Commissioner, a Liaison, and the creation of a new Liaison Arts Consultant position. The members also focused on fundraising initiatives, specifically authorizing staff to explore the establishment of a 501c3 entity to support future fundraising efforts and approving updated promotional materials. Additionally, the Chairperson and Coordinator provided project reports and updates, and the Commission formally scheduled the cancellation of its subsequent monthly meeting.

The meeting included the approval of an audit contract with Hawkins Ash for the years 2019 and 2020, with options for subsequent renewals. The board also authorized a 2019 budget amendment to increase funding for snow removal at Mason Manor and approved updates to flat rent rates and utility allowances. Informational reports were presented regarding a WHEDA grant, agency bills, financial status, the Langan report, housing updates including Rental Assistance Demonstration housing, and the monthly occupancy report.

The Green Bay Police Department's Traffic Safety Plan is designed to mitigate traffic complaints and reduce crashes, property damage, injury, and fatalities on Green Bay roadways. The plan employs a data-driven methodology, analyzing crash data, citizen complaints, and traffic data to pinpoint and address specific traffic emphasis areas. Key components include monthly reporting, identification of speeding hotspots, and strategic deployments focusing on OWI, speed, seat belt, and pedestrian/bicycle enforcement. Enforcement priority areas are identified through predictive analysis provided by the Wisconsin DOT, utilizing three years of crash data.

The committee discussed an agreement with Pete's Annex, LLC for the Parking Division to manage a parking lot, the Downtown Parking Study Recommendations Implementation Plan including potential metered parking and flat-rate parking fees, 2019 Sanitary District and Storm Water Utility rates, and single-source purchases for storm water infrastructure. Additional business included a report from the Purchasing Manager regarding equipment purchases and service contracts, and the review and award of contracts for bridge repairs and building razing.
