The Downtown Des Moines Future Forward Plan provides a community-driven vision and action framework for the development of Downtown Des Moines over the next 15 to 20 years. Its core vision is to establish Downtown Des Moines as a premier destination offering inclusive opportunities and unexpected experiences. The plan is organized around five strategic goals: fostering a welcoming urban neighborhood with a diverse population, enhancing arts and entertainment, creating a dynamic market for development, developing a vibrant outdoor environment, and ensuring connected and sustainable mobility. These goals are advanced through six key initiatives, including completing a 'green ring,' reimagining skywalks, developing the Inner Circle and stadium district, and strengthening connected corridors and neighborhoods.

The City Council discussed the transition of the mowing program from the county to the city's Neighborhood Services Department. The 'reflect DSM' historic preservation plan for the City of Des Moines aims to create an equitable, inclusive, and community-centered program that values all histories and places to foster a vibrant and sustainable community. Its core goals include developing an equitable and inclusive preservation framework, empowering residents through community-centered engagement, and strategically integrating preservation across city departments. Key actions involve prioritizing surveys and designations for diverse community histories (e.g., Black, Indigenous, people of color, LGBTQIA+, houseless, immigrants), streamlining internal processes, fostering inter-departmental collaboration, and launching public outreach initiatives like historic walking tours and awards. This plan provides a comprehensive guide for future preservation efforts.

The meeting included proclamations for Black History Month and Transit Equity Week. The council adopted the downtown DSM Future Forward vision plan and authorized a lease purchase agreement for up to 14 vehicles. Additionally, the council approved a reconstruction project for Fleur Drive, including discussions on site lines related to median plantings, and considered a rezoning request for East Euclid Avenue.
