This document provides an update for the Leon County FY 2022-2026 Strategic Plan, which serves as a roadmap to guide efforts in making Leon County a desirable place to live, work, and play. The plan is centered around four strategic priorities: Economy, Environment, Quality of Life, and Governance. It outlines strategic initiatives, five-year targets, and bold goals, with an emphasis on flexibility and responsiveness to evolving community needs.

The Leon County Board of County Commissioners held a public hearing. Discussions included a proposed amendment to the Southwood integrated development order to allow a facility serving adults with cognitive and developmental disabilities. Concerns were raised about the location of a proposed North Monroe freestanding emergency room, citing proximity to existing facilities, traffic dangers, environmental impact, and the need for additional studies.

The meeting was convened to address fire rescue services assessments and fees, specifically focusing on a dispute resolution process with the city regarding the city's request to increase fire services rates. The discussion included a review of the events leading up to the meeting, such as the city's claim of insufficient funds for fire services and their proposal for a 22% rate increase. The board also discussed the legal aspects of the dispute, including the authority of an arbitration panel to compel rate increases. Additionally, there was discussion regarding unauthorized expenditures and underfunding by the city, potentially violating the interlocal agreement.

The workshop includes discussions on legislative priorities such as driver's license updates, exemptions for poll workers, property tax reform proposals, and the potential impacts of these proposals on the county. Additional priorities include protecting the state workforce, restoring passenger rail service in North Florida, providing additional flexibility for counties, and utilizing state housing dollars for local affordable housing needs. The workshop also covers federal policy priorities, state and federal funding opportunities, and a look ahead at important dates for the upcoming legislative session and Congress.

The meeting included an invocation and the Pledge of Allegiance, followed by a proclamation recognizing May as Bike Month. The board also recognized Assistant Sheriff Steve Harrelson for his 35 years of service with the Leon County Sheriff's Office, highlighting his contributions to starting the fraud alert fact system and the fingerprint identification system for local financial institutions. The Office of Economic Vitality received the 2024 Regional Economic Development deal of the Year award for the Amazon Project, noting the project's community involvement and economic impact.
