The City of Douglas's Strategic Doing framework outlines a dynamic, collaborative process to align institutional goals and uphold organizational commitments. It encompasses 8 outcomes and 26 strategies, guided by commitments to unwavering fairness, encouraging collaboration, securing financial stability, and advancing dynamic operations. Key focus areas include fostering a fun, well-connected, prosperous, and safe community; preserving natural resources; developing a unique and promotable identity; engaging and informing neighbors; and building community.

The council received an update from the Historic Preservation Commission regarding completed and current projects, including the creation of a South Douglas Historic District, and presented the 2019 Preservation Award. Proclamations were read for Kids to Parks Day and Peace Officers Memorial Day/Police Week. Public hearings were held for ordinances concerning the adoption of updated international building codes and amendments to the Unified Land Development Code. Council members discussed requests for funding towards a new ice rink and expressed concerns regarding the operation of unmanned freight trains, leading to the passage of a resolution supporting safety requirements. Various agreements and appointments were approved, including those for WAM conference delegates, impact assistance funds, a sewer line replacement project, and a building facade beautification program. The council also reconsidered and approved a bid for a new tee mower and heard comprehensive updates from city department leaders.

The Commission discussed several projects including the installation of a handicap accessible pad and bench at the Douglas Park Cemetery kiosk, with plans for an upcoming ribbon cutting ceremony and the approval of funds for landscaping materials. Updates were provided on the installation of improvements at Camp Douglas and the successful completion of recent training. The Commission reported on their annual activities to the City Council and noted the successful execution of historical tours. Future initiatives were explored, such as the potential development of a Southside Historic District and preservation efforts for railroad cars at the new museum.

The Council conducted a public hearing regarding Resolution 2006, which involves the appropriation of funds for the annual budget of the municipal government for the fiscal year 2020. Following the hearing and an overview provided by the City Administrator, the Council approved the resolution and adopted the budget.

The commission reviewed and recommended several planning and zoning matters for City Council approval. Key discussion topics included an application to rezone a historic site from mobile home park to general business to support signage, the approval of the Bartling Park subdivision to resolve legal description issues, and two applications for special use permits to allow the keeping of ducks and chickens within a neighborhood residential zone.
