The Board of Finance reviewed a year-in-review presentation for Durham-Middlefield Youth and Family Services, including an update on internship programs. Discussions included the compensation structure for the Assistant Animal Control Officer, specifically the request to remain an hourly employee, and the potential for a Connectivity Grant for a sidewalk project, for which the Board is awaiting an RFP. The Finance Director presented budget reports and announced that TD Bank was selected for a Bond Anticipation Note at a 3.855% interest rate to pay off a previous note.
The board focused on the development of a department questionnaire template. Specific town departments were assigned to individual board members—including Fire and Emergency Services, Parks and Recreation, the Senior Center, Animal Control, Building and Land Use, Social Services, and Outside Services—to create a rough draft for review at the subsequent meeting.
The commission conducted a financial review, discussing program expenses, activity fund balances, and fund classifications. Other topics included the distinction between general and capital funds, the status of town employee unions, and the after-school program. The commission also explored petty cash accounts and investment strategies, specifically the Short-Term Investment Fund and potential long-term investment options. Additionally, the commission discussed logistics for upcoming events, including Trunk or Treat and the annual tree lighting ceremony, and reviewed invoices related to the purchase and installation of bleachers.
