The key discussions during the special meeting involved reviewing and approving the agenda for the current session. Building Official Sean Collier reviewed applications for contractor licenses. The Board accepted and approved a Specialty Contractors IRC License for JMS Remodel & Rental, LLC, covering various trade classifications. The Building Official also reported on several other contractors approved for licenses, including General Contractor, Specialty Contractor (Demo, Fencing, Structural Concrete, Underground Utilities), Specialty Contractor (Roofing & Siding), Specialty Contractor (Ground stabilization, mud jacking), Specialty Contractor (Masonry), and Master Electrical Contractor categories. Matters raised by Board Members included updates on new refrigerant standards affecting HVAC sensor and ventilation procedures, and confirmation that Fuel Gas Codes have not changed in the 2024 Cycle.
The meeting addressed a special exemption request for reduced off-street parking spaces for an apartment building, a commercial site plan and architectural review for a commercial building construction, and a sign plan review for a business. The board discussed and voted on these items, including considerations for landscaping and dumpster placement.
The council held an executive session and a regular meeting. The consent calendar was approved, including minutes from previous meetings, vouchers, payroll, a grant acceptance, a bid award for a Chevrolet Equinox, and a request from the Cody Lions Club for the use of the Bob Moore Parking Lot. An amendment to the City of Cody Final Budget for Fiscal 2025-2026 and an ordinance amending the City of Cody Municipal Code pertaining to open containers in vehicles and public places were also approved.
The meeting included discussions on a variety of city projects, information on the task force, and a demo permit application. Upcoming personnel policy changes were discussed, including the remote work policy that would be on the October 7th meeting for council consideration.
The Cody City Council held a meeting that included an executive session. The council approved the consent calendar, which encompassed minutes from previous meetings, vouchers, payroll, and agreements with Cody Yellowstone Air Improvement Resources (CYAIR) and Wyoming Department of Transportation Highway Safety Program. Additionally, the council authorized the Mayor to sign the Yellowstone Regional Airport Grant, approved a grant agreement with the Wyoming Game and Fish Commission for the Belfry Bridge Boat Ramp Improvement Project, and authorized an agreement with JUB Engineering Inc. for the Raw Water Pumphouse Rehabilitation & System Upgrade Project. Furthermore, they approved a resolution for submitting a funding application to the Wyoming Water Development Commission for the Raw Water Pumphouse project and approved an ordinance amending the City of Cody Municipal Code regarding stormwater drainage utility services rates. They reviewed a bid for a Western Star cab and chassis with a Sewer Equipment Company body and directed staff to include it on the next agenda for consideration.
