The committee also covered bicycle and pedestrian planning, integrating routes in major road designs, and planning for future connectivity. Elections were held for Chair and Vice Chair.
The committee discussed various aspects of the Effingham County Ordinance rewrite, focusing on zoning districts. Key topics included the interpretation of the buffer chart, acreage and dwelling considerations for AR-1 districts, the definition of ADUs, height restrictions in AR districts, and road frontage requirements. They reviewed and revised the AR-1 and AR-2 districts, discussed industrial zonings, and considered the maximum building size for industrial areas. The committee also addressed commercial districts, setbacks, buffer standards, and potential greenspace requirements. Discussions also covered the alignment of zoning classifications with the county's comprehensive plan, revisions to the Transitional Planning Unit (TPU) section, and definitions for multifamily housing and short-term rentals. The potential inclusion of ordinance section numbers alongside each definition in the TPU was also discussed.
The agenda includes considerations for renewing agreements for radio communications tower leases, OpenGov procurement software, FP Mailing services, and professional services with Schneider Geospatial, LLC. It also involves ratifying a change order for the Effingham County CEM Gym Expansion Construction. Further discussions will cover amending the Effingham County Code of Ordinances regarding mobile home parts and the purchasing policy, as well as rezoning applications. Proclamations for Child Abuse Prevention Month and Donate Life Month are up for approval. Additional items include approving a task order for wastewater treatment plant construction, a presentation of the Fiscal Year 2024 audited financial report, transmitting the audit report to the State of Georgia, and amending accessory structure regulations. Agreements, budget resolutions, construction contracts, and change orders related to utility relocation, roundabout projects, and sanitary sewer force main projects are also on the agenda. Appointments to the Department of Family and Children Services Board and the Board of Health will be considered, along with public hearings and second readings for various zoning and variance requests.
