This document presents the City of Avondale's General Plan for land use, effective through 2030. It delineates various land use districts, including residential categories (from rural low to high density), commercial zones (local, urban, freeway), office and industrial areas (business park, industrial, high intensity office), and specialized districts such as Promenade, Park Avenue, Village, Gateway, Neighborhood, The BLVD, Old Town, Sports and Entertainment, and the Gila River Scenic District. The plan also identifies areas for education, public/civic use, open space, and parks, alongside existing and potential development sites, providing a comprehensive spatial strategy for the city's future growth.

The City of Avondale General Plan 2030 aims to guide community growth and development towards becoming a Healthy, Sustainable City. The plan outlines strategies across eight key themes: Land Use, Economic Vitality, Neighborhoods, Sustainable Development, Open Space, Community Mobility, Community Facilities, and Quality of Life. It emphasizes creating an identity as a healthy and sustainable community, promoting residents' well-being, fostering active lifestyles, and ensuring economic and environmental sustainability.

The council meeting included a Juneteenth proclamation presentation, featuring a guest speaker who discussed the historical significance of the holiday and the partnership between the city police department and the local community college. Additionally, the council heard a presentation on the Property All-Star Curb Appeal Award program, which recognizes residents and business owners for property maintenance and community pride, and announced the recipients of the award in the commercial category.

The board discussed and adopted the tentative budget and annual expenditure limitation for the fiscal year 2026. The presentation outlined the district's role as a special taxing subdivision for public infrastructure and safety facilities, explained the funding mechanisms through bond issuance and property tax assessments, and detailed the breakdown of the combined property tax rate used for general operations and debt service payments.

This ITS Strategic Plan for the City of Avondale serves as a roadmap to implement a comprehensive traffic management system. It details the existing Intelligent Transportation Systems (ITS) infrastructure, identifies interim and long-term ITS needs, and prioritizes investments in communication infrastructure, traffic operations, incident management, and traveler information. The plan outlines specific projects, costs, and funding sources to enhance safety, reduce delays, and improve transportation efficiency, aiming for compatibility with regional ITS architecture.
