This document outlines Fairmont State University's Strategic Vision for 2025-2035, aiming to serve all West Virginians by becoming "A Great Place to Learn, to Work, and to Call Home." The plan is built on three aspirational goals: providing grounded educational experiences for student success, becoming the premier higher education employer in West Virginia, and fostering a vibrant, inclusive campus that is a bedrock institution for North Central West Virginia. The vision emphasizes delivering opportunity, growth, and achievement for students, and driving transformational impact across the state.

The meeting began with a roll call and the approval of the agenda. The primary action taken involved entering into an executive session to discuss matters related to the purchase, sale, or lease of property, where public disclosure might adversely affect the financial or other interests of the University. Following the executive session, the board rose from the session, reporting that no actions or votes were taken therein. The meeting concluded with an adjournment.

The Executive Committee meeting agenda was amended to remove the Information Technology Implementation Plan Presentation to allow more time for its development in a subsequent meeting. The committee then entered executive session to discuss a privileged and confidential report from General Counsel concerning pending litigation and personnel matters, as well as matters related to the purchase, sale, or lease of university property that could adversely affect the university's financial interests. No decisions or votes were taken during the executive session.

The Finance Committee meeting included an update on the Fiscal Year 2026 year-to-date budget provided by the Interim Vice President of Finance and Administration/CFO. Additionally, updates were provided on Capital Projects spending and specific Capitol projects by the Interim Vice President of Finance and Administration/CFO and the Assistant VP of Facilities, respectively.

The meeting covered discussions across two primary divisions. The Division of Student Affairs addressed student success and persistence, including enrollment management and onboarding initiatives. Topics also included student belonging, engagement, and expansion of club sports. Health, safety, and well-being initiatives covered new student-run services like Printing Services and the Saxbys Experiential Learning coffee shop, as well as plans to strengthen coordination of support services, implement virtual and in-person care options, and purchase the BetterMynd virtual support platform. The Division of Enrollment Management provided updates on Spring 2026 enrollment, noting a 3.1% year-over-year headcount increase without dual enrollment, persistence rates, and efforts to streamline the transfer process and manage student accounts, showing a significant reduction in outstanding balances. Fall 2026 enrollment funnel updates were presented, along with plans for recruitment, restructuring of financial aid, and the upcoming premiere of 'The College Tour' streaming show.
