The City of Menifee's Comprehensive Economic Development Strategy (CEDS) serves as a roadmap for shaping the city's future through economic innovation, strategic investment, and enhanced prosperity. It outlines seven interconnected goals: building identity through placemaking, expanding local dining and entertainment, growing mortgage-paying jobs, increasing office and commercial space, enhancing the skilled workforce, investing in strategic infrastructure, and fostering a business-friendly environment. The plan aims to transform Menifee into a thriving destination where residents can live and work locally, supported by diverse industries and an improved quality of life.
The Menifee City Council adopted multiple ordinances. These included amending the municipal code to prohibit certain commercial vehicle parking on city streets, approving an amendment to a development agreement for the Legado Specific Plan, and replacing a chapter of the municipal code to adopt the 2025 California Fire Code and Wildland-Urban Interface Code.
The City Council adopted a resolution declaring its intention to form Community Facilities District No. 2025-5, Nautical Cove, to levy a special tax for financing certain facilities and incidental expenses, including drainage, library, park, street, roadway, traffic signal and streetlights, administration and general government facilities, fire and public safety facilities, water and sewer facilities, and undergrounding utilities. The Council also declared its intention to incur bonded indebtedness to be issued by CFD No. 2025-5 to finance the Facilities and Incidental Expenses. The hearing will cover the establishment and extent of CFD No. 2025-5, the levy of special taxes, the acquisition and construction of the facilities, and the authorization of bonded indebtedness.
The committee meeting agenda included discussions on growth and common safety measures impacting the city and schools. City representatives provided updates on community development, street conditions, and the Complete Street's Plan. The Holland Bridge Overpass was also discussed. Police reported on collaborations with schools, including in-school presentations, School Resource Officer presence, and response times to school threats, also emphasizing the importance of Knox Boxes. Fire Chief discussed the Explorer's Program and Menifee Life Saver Program, mentioning all school sites being uploaded into the County's Computer-Aided Design system. School representatives discussed e-bike education, school transportation, construction of new buildings, traffic enforcement, and speeding issues.
The Menifee City Council adopted Ordinance NO. 2025-419, amending Ordinance NO. 2017-231, which levies special taxes for maintenance and servicing of street lights, parks, parkways, streets, roads, open space, storm drainage systems, a reserve fund for capital replacement, and administrative expenses for Community Facilities District NO. 2017-1 (Maintenance Services) (Annexation NO. 28). Additionally, the council adopted Ordinance NO. 2025-420, adopting by reference the 2025 editions of various California codes, including the Building Code, Residential Code, Green Building Code, Electrical Code, Mechanical Code, Plumbing Code, and Energy Code, to comprise the Building and Construction Code of the City of Menifee. The City Council will also consider adopting ordinances amending Ordinance NO. 2017-231 to levy special taxes for Community Facilities District NO. 2017-1 (Maintenance Services) for Annexations NO. 30 and NO. 35.
