The Board convened for a special meeting to address public employment matters regarding an Executive Assistant position during a closed session. No action was taken on the matter, and the meeting was subsequently adjourned.

The committee held an introductory session covering the purpose and functions of the ICOC, including alignment with Prop 39 standards and the San Diego Taxpayer's Association criteria. Discussion topics included the Ralph M. Brown Act requirements, conflict of interest and financial disclosure obligations, and legal indemnification for committee members. The committee established a proposed meeting schedule for the 2007/2008 term and conducted an initial review of the Proposition R Bond language and project priorities. The committee held a meeting to recognize a long-term staff member for their retirement.
