The City Council Working Session included a presentation by North Shore HR Consulting regarding the process for conducting the second round of interviews for the City Administrator position. Key topics covered in the presentation included guidance on professional conduct, protected topics, and effective communication strategies to highlight the city's quality of life, amenities, and growth potential to candidates.

The Council discussed the development of new public works buildings, including potential collaboration with the school and strategies to minimize impact on nearby residents. The Council also reviewed the pending vacation of the Lost Forty Studios building, addressing concerns over back rent and utility payments. Additionally, the Council assessed renovation needs for City Hall, specifically focusing on building safety, functionality, utility costs, and necessary repairs for the west-side ramp and roofing structures.

The City Council discussed various municipal projects, including the Wenton Addition, 6th Street/4th Avenue NE improvements, connectivity trail construction, and Redhead Trailhead improvements, approving several geotechnical service proposals, pay applications, and change orders. The council also addressed blight enforcement, authorized PERA declarations for police officers, appointed authorized signers, accepted a planning grant, approved crushing services, issued a taxi license, and provided a donation to the Chisholm Community Foundation. Additionally, the council scheduled a future working session and approved the suspension of select upcoming meetings.

The council discussed various community events, including the United Way Day of Action and upcoming grand openings. Updates were provided regarding museum tours, infrastructure projects such as alley reconditioning and the joint city-school facility, and the sale of cemetery plots. Additionally, the council approved a lease for a non-profit organization in the city hall, discussed a new state-funded program for ambulance services, and authorized a police standby agreement with the Minnesota Discovery Center.

The Council met to address the adoption of the meeting agenda. Following a failed initial motion to adopt the agenda as presented and a lack of motion regarding the inclusion of public participation, the meeting was adjourned.
