The needs assessment for ESSER 3.0 focuses on strategic planning for effective resource allocation. Key priorities include addressing academic impacts such as learning loss and engagement in virtual instruction, supporting student readiness through transitions, CTE courses, and mental health services, and addressing educator needs such as staff retirements and vacancies. The plan also emphasizes foundational elements like technology access and facility constraints to accelerate student achievement.

This document serves as an addendum to the Safe Return to In-Person Instruction and Continuity of Services Plan, outlining updated strategies for the Humphreys County Board of Education. It details the process of meaningful consultation with stakeholders and the health department. Key strategic areas include implementing health and safety policies such as appropriate accommodations for children with disabilities, physical distancing, handwashing and respiratory etiquette, cleaning and maintaining healthy facilities, contact tracing with isolation and quarantine protocols, diagnostic and screening testing, efforts to provide vaccinations, and universal mask-wearing. The plan also addresses ensuring the continuity of academic, social, emotional, mental health, student health, and food services.

The Humphreys County Board of Education's accountability report outlines goals for student achievement, including increasing 3rd-grade ELA proficiency to 70% by 2032 and increasing overall proficiency in ELA and Math for grades 3-11 to 50% by 2031. It details three primary pathway categories: TTP Aligned Pathways, High-Wage, In-Demand Careers Aligned Pathways, and General Academic or Subject Area Aligned Pathways. The objective is to facilitate course selection that fulfills high school graduation requirements, secures transferable college credit, and aligns with long-term college and career goals for a seamless postsecondary transition.
