Plan Tucson serves as the City of Tucson's comprehensive roadmap, guiding decisions and investments in areas such as land use, transportation, housing, sustainability, and water. Originally approved in 2013 and currently being updated, the plan establishes clear goals, policy recommendations, and performance measures. Developed through extensive community engagement, its key focus areas include housing, transportation, sustainability, and equity, with the aim of shaping the city's growth and development and supporting accountability.

The council meeting featured the opening of a community time capsule that was packed by city employees in the year 2000. The contents of the capsule, presented to commemorate the city's 250th anniversary celebration, included historical items such as city policy initiative guides, library calendars, Y2K-era cartoons, videotapes from the local city channel, and University of Arizona sports memorabilia.

The meeting included an executive session regarding infrastructure funding opportunities and drought mitigation in the lower Colorado River Basin.
