The meeting centered on a presentation by representatives from Weston and Samson regarding the regional flood model developed for the Deerfield River watershed. Key discussion points included a refresher on the project's scope, which involves developing a watershed-scale flood model encompassing both Massachusetts and Vermont portions. The presenters detailed the model development, including the incorporation of 59 dams, 358 crossings, and 65 miles of the main Deerfield River and 200 miles of tributaries, utilizing a detailed 2D flood plane mesh composed of approximately 150,000 hexagonal cells. They also discussed the model calibration, validation, and findings from initial 'no action' simulations using both present-day and future climate scenarios, including smaller and extreme storms. The coalition plans to use this model to evaluate nature-based solutions and large-scale mitigation strategies before producing a final report.

The agenda for the meeting included an introduction segment, a review and vote on the November 25, 2025, meeting minutes, and a preview of the 2027-2031 Transportation Improvement Plan (TIP) in advance of Readiness Day. The Franklin Regional Council of Governments (FRCOG) Road Safety Action Plan aims to create a safe, livable, and connected multi-modal transportation system for all residents and visitors in Franklin County. The plan applies the Safe System Approach to reduce fatal and severe injury crashes, with a commitment to a 50% reduction by 2040 and an ultimate goal of zero. Key strategies include coordinating safety efforts, supporting funding with a safety vision, aligning planning with safety vision, and utilizing a data-driven approach to identify and prioritize projects. The plan categorizes crash risks by roadway typologies and proposes specific safety treatments to achieve its vision.
