Detroit Housing Commission Annual PHA Plan Amendment 2026-2027
The Detroit Housing Commission (DHC) is implementing a significant amendment to its 2026 Annual PHA Plan. This amendment focuses on the Rental Assistance Demonstration (RAD) program, specifically the Restore-Rebuild initiative, to convert public housing units at Kamper Stevens Apartments to Section 8 Project-Based Rental Assistance. The plan involves acquiring and converting units, redefining 'substantial deviation' for RAD-specific items, and adopting new resident rights, participation, waiting list, and grievance procedures in compliance with HUD regulations, aiming to address capital needs and preserve affordable housing assets.
