The council held a workshop to review and discuss several key items. Topics included a proposed draft ordinance for a temporary moratorium on the construction of certain commercial properties, and the discussion of two ordinances amending the Town Charter regarding the removal of residency requirements for the Town Clerk and the integration of a Town Manager position. Additionally, the council reviewed updates to the unified fee schedule in response to new legislative requirements, discussed a purchase offer for a forty-acre vacant parcel, and reviewed position descriptions within the Town Clerk's Office.

The Council considered several ordinances, including one relating to the vacation of public rights-of-way and alleys in the North Hilliard Terrace area, an ordinance removing residency requirements for the Town Clerk, and an ordinance to integrate a Town Manager role. Other agenda items included a Planning & Zoning Board recommendation for the vacation of alleys, a request for a charitable donation to the Marine Corp League for a Toys for Tots event, and approvals for payments on various capital projects including the Wastewater Treatment Plant Belt Press, the Hurricane Shelter/Community Center project, and repairs to MH 167 and MH 170.

The agenda includes the recognition of James Kevin Crews, the approval of a contract with Kynex, Inc. for an upcoming event, and the authorization of several capital budget expenditures, including belt press rehabilitation, a water and sewer extension project, and the purchase of control panels for the wetlands pond and a lift station. Additionally, the Council will consider the closeout and final payments for the North Oxford Street Park Phase II grant project, as well as payments for design and construction services at the Hilliard Airpark and a flow meter upgrade.

The board discussed several items, including a recommendation to the Town Council for the vacation of right-of-way for property associated with Dayspring Cottages. Additionally, the board reviewed a pre-application for alleys within various blocks and reviewed a site clearing application. An appraisal report regarding twelve right-of-way sites was also considered for the potential development of a senior living facility.

The board discussed a site clearing site work application for a specific parcel, including inquiries regarding the application of the Florida Building Code and Zoning Code to modular homes and the requirements for establishing a lot of record within the town. The board also received information regarding a town clean-up event.
