Following the discussion regarding the minor nature of the request and undue hardship, the board voted to deny the variance application.

The council received a community safety survey update and discussed several reports, including an RCMP staffing request and information regarding mail ballot options for upcoming elections, with a motion to increase the election budget to accommodate this. The council also considered a temporary use permit for pet grooming services at 2899 Sooke Lake Road and consented to a regional traffic safety commission bylaw. Additionally, discussions were held regarding joining a judicial review coalition, a request for public input on CRD Director preferences, and a motion to advocate for enhanced student safety and active transportation infrastructure in response to the adoption of year-round daylight-saving time.

The council approved a waiver of notice for the special meeting. Agenda items included a territorial acknowledgement, approval of the agenda, and an in-camera resolution to discuss matters subject to solicitor-client privilege.

The council meeting addressed several key initiatives, including a presentation on the Victoria Regional Transit Plan and public feedback regarding road closures, park expansion, and grant support for affordable housing. The council finalized resolutions concerning the 2026-2030 Financial Plan, which included funding for additional RCMP officers and budget adjustments for infrastructure maintenance. The council received presentations regarding the Transportation Master Plan, Active Transportation Plan, the Waste Management NRFP scope, and Amenity Cost Charge and Inclusionary Zoning Bylaws. The meeting included public participation concerning an Arts and Culture strategy, the 2025 Annual Report, and municipal waste management programs. The council issued a development variance permit for fence height, approved an Arts and Cultural Development Strategy, and adopted the 2025 Annual Report. Additionally, the council advanced several bylaws related to amenity cost charges, inclusionary zoning, and residential zones to first, second, and third readings, and introduced notices of motion concerning climate action funding, a memorial scholarship, and community mailbox placemaking initiatives.
